Terms of Reference

1. Purpose

  1. The purpose of the Advisory Committee is to provide consultation and advice to SNEMS to ensure a high quality of emergency medical service for the population of the District of Thunder Bay.

  1. To make recommendations regarding issues related to the Superior North EMS service delivery.
  2. To assist with the development and maintenance of co-operative relationships with other agencies providing service to the community.
  3. To participate in the developmental and ongoing evaluation of the service and make recommendations for the achievement of their objectives.
  4. Review and analyze data relating to the efficiency and effectiveness of the present system.
  5. Recommend changes to policies and procedures that will improve delivery of the present system to the public, as needed.
  6. Review and make recommendations on program enhancements including resource levels, station locations, scope of practice for paramedics, technological and equipment requirements, provision of service and budgetary implications.
  7. Participate on sub committees or working groups as required.
  8. Identify measurable outcomes, monitor, evaluate and report back on the implementation and impact of new initiatives.
  9. Be responsible for communication with the agency or group that the member represents and be informed and prepared to bring forward issues and provide reports on behalf of that respective group.

The implementation of any Advisory Committee recommendations will be consistent with the philosophy and policies of the Corporation of the City of Thunder Bay, the service and with all relevant legislation.

The EMS Director will inform Advisory Committee members about any action or lack of action, the rationale and outcome concerning the Committee's recommendations.

3. Membership

In recognition of the need for co-operative community effort to pro promote and maintain an optimal level of emergency medical services, membership on the committee should reflect the broad range of interest and expertise available in The District of Thunder Bay.

4. Appointment of Members

The committee shall appoint the committee members, except for the elected officials. The Thunder Bay District Municipal League shall appoint committee members from elected councilors and mayors or reeves. Alternates must be identified on the membership list.

5. Terms of Office

Terms will be reviewed every two years.

6. Chairperson

The chairperson shall be the Director of Superior North EMS.

7. Secretary

The Director of SNEMS shall provide secretary and clerical services to the committee as required.

8. Meetings

The Advisory Committee shall hold regular meetings twice per year or at the call of the chair. An agenda will be distributed, along with copies of the previous meeting's minutes, at least one week prior to each meeting.

9. Minutes of Meetings

Minutes of all Advisory Committee meetings will be distributed in advance of the meeting and shall be maintained at the Head Office of Superior North EMS.

10. Attendance

Except for extenuating circumstances, members who have missed three consecutive meetings, will be deemed to have resigned from the committee. Notice of meeting dates will be at least six weeks prior to meeting date.

11. Quorum

A quorum for conducting committee business shall be determined by the chair.

12. Meeting Resources and Funding

Superior North EMS will provide necessary materials for the meetings to be held. The cost for the time of each member attending the meeting is the responsibility of each member or the organization that the member is representing. Reasonable travel expenses will be paid by Superior North EMS.
